Constitution of Kilcommon National School PTA
 
Name
The Association will be known as Kilcommon N.S. Parent Teacher Association.
 
Membership
The parents and guardians of all pupils attending Kilcommon National School will be considered to be members of the Parent Teacher Association.  The school principal and a teacher representative shall be ex-officio members of the committee but shall not be officers of the Parent Teacher Association subject to the constitution and the decisions and authority of the AGM.  Any member of the Parent Teacher Association shall be entitled to attend the Annual General Meeting (AGM) and vote on all motions.
 
Mission Statement
The purpose of the Parent Teacher Association shall be to provide a structure through which the teachers and parents / guardians of children attending Kilcommon National School can work together for the best possible education for their children.  The Parent Teacher Association shall work with the pupils, principal, teachers and Board of Management to build an effective partnership between home and school.
 
Aims
The aims of the Parent Teacher Association shall be as follows:
  • To promote general interest in the welfare of the school.
  • To run functions of educational and social value for parents/guardians and pupils.
  • To provide opportunities for parents and teachers to meet, and to discuss matters of common interest.
  • To inform parents of the work, needs and issues of the school.
  • To discuss matters of general educational interest.
  • To encourage practical assistance to support the development of the School and the running of its activities.
  • To promote the interests of the pupils in cooperation with the Board of Management, principal, teacher and pupils, in accordance with the provisions of the Education Act 1998.
 
The Committee of the Parent Teacher Association
The members of the Parent Teacher Association will elect a committee with a minimum of five committee members.  This committee will have responsibility for representing the parents of Kilcommon National School and managing the activities of the Parent Teacher Association.  Any member of the Parent Teacher Association shall be entitled to be a member of the committee.
 
Subcommittees
The committee may set up sub-committees for specific purposes.  These sub-committees shall include individuals who are not members of the committee. 
The subcommittees may also co-opt people to assist in their work.
The subcommittees may not make decisions; they remain at all time accountable to the main committee.
 
The Election of the Parent Teacher Association Committee
The committee shall elect officers for the Parent Teacher Association from its own members at the first meeting following the Annual General Meeting.
  • Chairperson
  • Secretary
  • Treasurer
The Chairperson and Treasurer of the Parent Teacher Association must have served at least one year as an ordinary member of the committee with the exception of the first year of the Parent Teacher Association being formed.
 
The Annual General Meeting
The Annual General Meeting of the members is the governing body of the Parent Teacher Association.  Motions for the AGM must be submitted in writing to the Chairperson / Secretary of the PTA, seven calendar days prior to the AGM.  Questions for the Principal and/or teacher representative at the AGM must also be put in writing seven calendar days prior to the AGM.  Motions at the AGM shall be decided by a simple majority of members present.
 
Parent Teacher Association Organisation and Management
  1. The Parent Teacher Association shall meet at least once a term.
  2. A quorum of five members shall be present at all meetings.  This quorum includes ex-officio members.
  3. Officers of the Parent Teacher Association shall consist of a Chairperson, a Secretary and a Treasurer who shall be elected at the first meeting of the PTA each school year
  4. All members of the Parent Teacher Association are eligible for election of each office position provided that they are a parent/guardian of a student attending the school and provided that they are not a member of the schools Board of Management.
  5. The Parent Teacher Association shall have the power to make regulations from time to time for the more effective management of its own affairs provided those regulations shall be consistent with the provisions of this constitution.
  6. Events run by the Parents Association must have the prior approval of the school’s Board of Management.
  7. Decisions at meetings of the Parent Teacher Associations shall generally be arrived by consent.  If there are different motions or viewpoints then decisions shall be arrived at by a simple show of hands.
 
Fundraising
Fundraising for the school by the Parent Teacher Association will be done with prior agreement of the Board of Management.  The Parent Teacher Association committee will agree with the Board of Management as to the specific purposes for which funds are to be raised by the Parent Teacher Association.
 
Finance
  1. The Treasurer of the Parent Teacher Association shall be responsible for maintaining the finances of the Parent Teacher Association and present a Treasurers Report at each meeting of the association.
  2. The Treasurer shall lodge all monies received in a bank account.  He/she shall maintain a proper record of receipts and expenditure and shall have custody of all documents relating thereto during his/her term in office.
  3. A bank account shall be held in a local branch and all cheques and withdrawal slips shall be signed by any two of the following; Treasurers, Chairperson and Secretary.
  4. The Treasurer, Chairperson and Secretary of the Parent Teacher Association shall act as signatories on the Kilcommon Fundraising Account.
  5. All accounts shall be held in the name of Kilcommon Fundraising Account.
  6. Full accounts will be kept by the Treasurer of the Parent Teacher Association and will be made available at the AGM.
  7. All accounts must be certified annually and presented to the Board of Management for review once a year.
 
Changes in the Constitution
This constitution may only be changed by a two-thirds majority of members present and voting at the AGM or at an Extraordinary General Meeting (EMG) called for the purpose.  Proposals for such change must reach the Secretary at least four weeks before the AGM.  Each member shall be sent notice of such proposed change at least two weeks before the AGM.  These changes must be ratified by the Board of Management.  In exceptional circumstances, the Board of Management have the authority to amend the Constitution, should it be deemed necessary.
